MY telegram No. 92 of 23rd June: Hukuang loan. United States Ambassador states that his Government accepts arrangement arrived at, and that United States Minister at Peking will receive instructions as soon as Department of State has been informed that the other Governments assent to the agreement.

I have informed his Excellency that assent of the French and German Govern- menta has been communicated to us, and that I understand instructions have been sent to their representatives at Peking accordingly.
